you can download free 3ds games from the internet using a flashcart, and no you would have to install the software and such.

When you buy the flashcard, its empty. You need to download the software from its respective manufacturer. I bought the Acekard2i. Then when you have that set up, you search the web for nds games, in your case, 3ds games. download file, move file to flashcard, insert cartridge into ds, and play away!
For different flashcards you need more specific instructions.
FYI, its not exactly legal unless you are just creating a back up for your existing game cartridges.

There are no Nintendo 3DS flash cards YET. There is one, but it’s not released yet. No they don’t automatically update to match Nintendo updates, if you did update your Nintendo 3DS with flash cart activity on your Nintendo 3DS, they will brick/block off your 3DS.
Yes, but since the size of the Nintendo 3DS games are bigger than the DS ones, you’ll need big SD cards if you want like 10 games. I’ve seen some dumped roms that exceed 2gig?

There is no video camera…Yet. Nintendo just announced a camera recorder coming soon and you can record videos up to 10 minutes in full 3D. Hope this helped. Also there will be a HULU app.
